OSHA standard 1926.502(b) requires guardrail top rails to be 42 inches high, plus or minus 3 inches, above the walking/working surface. The top rail must withstand at least 200 pounds of force applied in any outward or downward direction. A midrail is required at approximately 21 inches, or intermediate vertical members must be spaced no more than 19 inches apart. Toe-boards are required when materials or tools could fall onto workers below.
